You don't need an android device to uninstall apps from your android because Google introduced a new remotely uninstalled feature to Google Play Store so that you can uninstall apps from any device like iPhone, iPad, Windows Phone, laptop or any computer.

Go to Google Play Store
Click My Android Apps
Select your device and click the trash icon next to the app you want to uninstall
