Android Smartphone provides power control widget for Wifi connectivity, Bluetooth, GPS, Google Sync, Brightness or Auto rotation but its not including the packet data connection icon under the power control widget for toggling the network access point connections.

Whenever you want to toggle the network connectivity you have to go to Settings > Wireless and network > Mobile networks > Data enabled and lly for disable this connectivity you have to do the same operation but you can do this with one click with this app.
