 Permalink is a permanent URL for a blog post or forum topics or site links.

Previously if you publish article then only you will get your article URL but now you can get it after you write the topic for the article.

Previously the permalink will be created based on your article for example take this article topic which is "Customize your blogger permalink" that means we will get http://hakeemit.blogspot.com/2012/07/customized-your-blogger-permalink.html but now i have customized with permalink option like this http://hakeemit.blogspot.com/2012/07/seo-friendly-permalink-in-blogger.html

Even you can add your article link within article itself during your wrote first time like this .
